We are looking for someone with experience of being responsible for providing budget estimates, bills of quantities and monitoring performance of Contractors and internal Direct Labour Workforce (DLO). Ensuring that all works are carried out in accordance with legislation, financial regulations, the delegation framework, procurement regulations, WDH customer care, policies and procedure, good/best practice and specified time constraints when applicable.

You will also maintain key systems including, processes and procedural systems across the wider Technical Services teams and undertaking specific projects with a view to increase efficiencies.

Successful applicants will have:

  • a qualification at Level 4 (within a construction related subject) of the Qualifications and Credit Framework, such as an HNC, Award, Certificate or Diploma at level 4 or equivalent;
  • experience of highly effective communication skills to people, managers, tenants and stakeholders;
  • clear understanding of the external marketplace to capitalise on opportunities for business development and growth;
  • a good understanding of IT systems and the ability to write reports, analyse and maximise the potential of mobile working to ensure business development and growth;
  • ability to analyse and provide financial costs and performance and recommend and implement change to reduce costs; and
  • ability to provide bills of quantities, budget estimates, specifications and monitor performance and job costing of subcontractors and internal DLO; and
  • ability to operate within a regulatory environment.

The role requires you to have a valid UK driving licence and daily access to a vehicle as travel throughout the district and other locations is required.
